If you measure quality by the number of times a schoolgirl casually reveals her underwear, suffers a crotch shot, undresses on camera and shows some boob, then this is the show that the meme "epic" was made for. It's also the only reason I can see to watch this.

Otherwise, it's a straightforward manga adaptation that tries to be both perverted comedy and after-school special. It's a surreal marketing decision - it's not enough to appeal to perverted men, you've got to get the little ladies interested as well! Though we all know only one of those demographics really count. The humor is bland, and depends entirely on finding the idea of underwear hilarious, instead of just a piece of clothing as most normal people would. The explanation for why Naya wears fancy underwear is also crazy, and it's hard to tell whether it's purposely supposed to be outrageous or not.

Frankly, it's creepy to listen to Naya explain the delicate details of wearing underwear for girls just hitting puberty. Especially since she talks about it with the same kind of obsessive enthusiasm normally used by otaku when talking about guns or explosions or military uniforms or any other fetishized interest. It also takes its own advice about underwear very seriously, even playing a sad violin when Yako and Haruka reflect over how they just don't see what the big deal is with adult underwear. It seems blissfully unaware that flaunting so much knowledge about underwear for lil' ones is what's really worth a sad song.

You can almost hear the heavy mouth breathing and pat pat pat pat pat pat...
